Returning to tree question

2 dog cast. A and B get treed and scored, walked the minute and recut. A goes on down the draw and dog B circles back to the tree previously scored. B is struck and treed and handled at the same tree so points are deleted. Walked the minute and recut. B heads back to the same tree again. Dog A is struck, then dog B. B is treed at the same tree again. Handler never trees B dog and heads in to handle it. Dog leaves the tree before he gets to it. Long story short he can’t catch the dog. His argument is the dog was never “handled” on the tree for the 3rd time so he’s not scratched. So a few questions... I’d assume you start the 6 until he trees it, but then what do you do about him not being able to handle the dog? Scratch for delay of cast? Does B get minused for leaving the tree even if we saw the dog on previously scored tree?
Handler B withdrew his dog and there was no argument but everyone was a bit confused on the correct way to handle that situation.
