Mr. Jerry,
Dog strikes carry's a track for 6 minutes. Dog is having a hard time with the track, its getting longer and longer between barks. Finely dog shuts up completely. 6 minute rule applied. About 3.5 minutes into the 6 minutes dog opens up about 350 yards deeper. Everyone agrees dog was not struck on a babble, but its clear the dog quit its track. Does rule 11 E come into play here? Thank you for your continued help and support.

The standard interpretation for a dog "quitting a track" (11.E.), is when a struck dog comes in or near the cast and is seen not trailing. In the example you gave, it is possible the dog quit the original track and picked up another one, but it is also possible that the dog drifted the same track out without barking.
11.E. Quitting Trail - When a dog quits a trail, strike points will be minused. When a dog strikes back on a trail that is being worked, he will receive a maximum of 25 points, unless all dogs are competing for 100 strike points.
Prepare yourself and your hound. Hunt the dog, read the Blue Book, and your Good Book!

Re: Quiting Track
So the dog gets a pass because we “don’t know” if it quit a track!

Exactly... Just like circle a hollow tree because you don't know if it's slick or not. This game is judged by absolutes not I think so's. When you start judging on I think so's and it's your dog drifting a track or such he probably wouldn't have been that much farther when he opened up... Know what I mean.
